Other reports. 4.1 OU closure of 7 regional centres. This was reported in the Jan newsletter. Barbara updated us. It seems the OU management is determined to go ahead with closing 7 of the 9 regional centres; there has been some attempt to deal with ӣ staff members, but Unison staff are in a very difficult position. 4.2 Victimisation of union officers. We previously circulated the petition to reinstate Gary Duke who has been dismissed from City of Liverpool College. Update: 20 Jan 2016 Gary awaits the outcome of his appeal against his suspension at City of Liverpool College. We know that victimisation of union officials is used as a tool by managers to silence the voice of those who stand up for us. We await more news. 5. Retired members AGM. Nov 2015. HMGov review made necessary following the marriage (Same Sex Couples Act 2013. There was concern that any decision to remove differences in benefits would need to carefully consider the implications for scheme members who had chosen these options in the past. Further clarification on the position of those who are also in receipt of a Widows or Widowers pension if they subsequently remarry, form partnership or cohabit, in respect of all superannuation schemes teachers, NHS, Police, Local Government, Civil Service etc. is awaited. None. Appendix 1. AGM 2016 Chairs report. It has been a pleasure to serve as chair and I thank the branch committee and steering group for their support. I would also like to thank Geraldine at HO and Becca & David at Exeter ӣ for their support and advice on all matters ӣ. 1. Branch membership now stands at 212 with 7 Honorary members, including John Daniell, branch treasurer. Newly retired members who have transferred in from their work branches, or from Central, are welcomed. Condolence cards are sent when we hear of a members death. 1.1 . Retired Free members: At the previous AGM (Feb 2015) I reported that Head Office had removed 194 Retired Free members from this branch membership. Following a successful campaign Head Office was instructed to contact all of them and offer reinstatement. At this time last year 6 had been reinstated. The process is now complete. Many did not take up the offer, but 50 in our branch did. Pat and I contacted all of them to welcome them back. 2. Retired Members Annual conference. Two delegates from each branch were invited to the second RMB conference at Carlow Street HO in Nov 2015. Tom and John attended. 3. Branch Reports have been sent to each SW Regional Meeting. 4. Newsletters. Three newsletters have been produced in the year. All are sent to those with email addresses. The January copy alone is sent by Head Office staff to those without. Each year we receive some responses from our members for their email addresses, and these have been added to the circulation. We remain grateful to East Midlands RMB for the opportunity to use some of their material. Russ Bowman died in January. An East Midlands Retired member who collated the EM newsletter from which we freely take content. Russ was given the Distinguished Service Award in 2012. I sent a card to his widow, Dorothy, from the branch. 5. Model Local Rules. The consultation process on new Local Regional & Branch Rules, begun in 2013 was thrown out at Congress 2014. It was restarted and closed on 23.1.15. We submitted a response. The issue was due to be debated at Congress 2015. A proposed set of model local branch rules for submission to Congress in accordance with rule 12.6. The motion was remitted. Appendix 2. Hon. Treasurers Report. John Daniell. The statement of accounts for the year 1st September 2014 to 31st August 2016 was duly submitted to head office (together with complete questionnaire) on 5th October 2015. It will be observed that the balance sheet prepared by head office matches the one provided by the SW Region. The bank balance at 17th November 2015 is 311.39 and expenditure to date is 70.20 leaving a balance of 241.19. The estimated expenses due in this financial year 1st Sept 20`15 to 31st Aug 2016 are as follows: Food 71, National Pensioners Convention Western Region 25, Torbay Trades Council 20, Exeter District Trades Council 16.Total 132. The AGM is asked to agree to these payments within + 10,the membership basis being 100 members for each trades council. This was agreed. It was agreed that a gift of 20 be sent to Gloucester Trades Council for 2016 pending a more formal arrangement for a subscription based on membership for 2017. The treasurer agreed to contact representatives of these bodies to ascertain subscriptions required and make payment accordingly. .. Appendix 3. Report of SW Regional Committee 30 Jan 2016. Ruth Amias. This meeting was open to all members for the morning session. Dave Muritu the chairperson of the ӣ National Black workers committee gave a talk on black members networks. The SW is initiating a black workers committee open to all black members in the region. The first meeting will be held on 10th Feb in Bristol. Dave Muritu stressed that a concern for equality should be embedded in all Union work. He gave the example of the demand for a pay increase of 1 an hour which would benefit lower paid workers more than a small percentage rise. ӣ has a black members standing committee but it was pointed out that the policies it presents are not always taken up by ӣ nationally and that of the 60 members of the NEC only two are black. Recent surveys show that 90% of black members feel they face barriers to promotion and 50% have experienced discrimination at work due to their ethnicity. There is a ӣ black members conference which forms part of the ӣ Equality conference held in November and delegates are sent to the annual black workers TUC held in London. Usually the Regional Committee in the afternoon is a delegate meeting but any interested members are now being encouraged to attend. In an attempt to widen participation future meetings will be held in Bristol and Plymouth as well as Exeter. There is growing concern about the in the level of casualisation in the region. The use of fixed-term, hourly paid and zero hours contracts is increasing. ӣ has launched a further phase of the campaign to tackle this erosion of conditions of service. Other issues discussed included the Governments area review of post-16 provision in England and the current FE and HE pay claims. It is possible that future strike action in FE will also include UNISON members. Update: the ӣ Unison strike for FE will be 24th Feb 2106. Appendix 4 SW Region Meeting venue and time. Michael Carley. Appendix 5 Trades Council; Torbay & South Devon. Liza. Annual Report 2015/16 . As an organisation we have seen a growth in affiliations and are glad to report that The ӣ and NUT are new to our TC. Consolidation of the organisation has led to an Executive that has 7posts that have 6 Individual Unions represented as officers. Our officers to SWTUC Regional Council are now female at last. Previous long standing delegates have become disillusioned over a number of years at the way the organisation centralises on certain areas only, so stood down. There has been an Anti-Cuts March through 3Towns of Torbay that attracting over 120 people in the Summer and a recent Anti-Cuts Conference that our TC supported, attended and donated to at Upton Vale Church Torquay. This featured a speaker from the local Homeless Help Group who reported that at least 35 sleep rough Other items of concern that we campaign against are the lack of affordable housing, low pay and lack of skilled jobs and the reliance of so many on Food banks due to deprived areas that are listed as the Top in this area in The Region. We have had a range of Guest Speakers from Political, Community and Church Groups and have engaged a wider South Devon audience than just being Torbay focused. We continue to support Devon County Association of Trades Union Councils by supplying 3 delegates. Devon does get rather ignored in its needs and we would encourage SWTUC to support Unions in Devon and Trades Councils to help turn this around. The TC obviously are still opposed to elected mayors and hope the Referendum in Torbay removes the post in May. The mayor turned down a Living Wage for Council staff and is openly in favour of Low Pay. Paul Raybould. Secretary Torbay and South Devon TC contact 07854675430 Appendix 6 Environmental report. Liza. The major event of 2015 was the Paris Agreement. ӣ delegates attended as part of the International Trade Union Confederation; lobbying and attending activities, as well as organising events in the public space. The ITUC laid down 3 top lines for the Summit. 1. To raise ambition and realise the job potential of climate action While governments committed to stay well below a 2 degrees trajectory and referenced 1.5 degrees as an ideal pathway, the realisation of that commitment requires greater ambition before 2020 and a review of each national target (and not just a collective assessment) before the agreement comes into force in 2020 MISSING 2. To deliver on climate finance and support the most vulnerable $100billion a year is on the table, with a commitment within that to balance adaptation and emission reductions but out of the Paris Agreement. This is a small price to pay for saving the human race - WEAK 3. To commit to securing a just transition for workers and their communities We face the biggest and most rapid industrial transformation in history. While a just transition for workers and the respect of human rights have been included in the preamble too many Governments refused to commit to it in the operational sections - A FIRST STEP ON WHICH WE WILL BUILD ӣ, along with other unions, saw as a major flaw the failure to put a just transition and decent jobs clause in the operational text. This failure gives less authority to, and undermines the principles of, climate justice in the transition to a low carbon economy. It is now down to Trade Unions to push governments and employers to deliver on what was agreed. Education is covered throughout the text of the Agreement, but Article 12, which is the shortest, refers specifically to education. As a stand-alone Article, it has been given greater prominence and it has a greater requirement with the inclusion of shall. Parties shall cooperate in taking measures, as appropriate, to enhance climate change education, training, public awareness, public participation and public access to information, recognising the importance of these steps with respect to enhancing actions under this Agreement. Education also appears in Articles 7 Adaptation, 10 Technology Transfer and Development and 11 Capacity Building. These articles are welcomed but there is some concern as to whether or not the Agreement provides for effective change. The UN has designated 2016 as the year of Green Finance and ӣ will be working with the NUS on its ethical investment and divestment campaigns. The NUS is concerned at the extent of educational institutions investment in fossil fuel companies and is calling for them to reinvest the 100 million in renewable energy. ӣ, as a member of Trade Unions for Energy Democracy, was invited to contribute to the energy workshop at the Climate Rising event held in London on January 30th. Unfortunately, not enough notice was given for me to attend; neither was I able to attend a training day held in Bristol and despite several requests to Graham Petersen for the papers for this event I have not received any. I have registered my interest in attending a training course for Reps in May. Liza Sentance Feb 2016. Appendix 7. Survivor Benefits in Occupational Pension Schemes. John. This HMGov Report was made necessary following the Marriage (Same Sex Couples Act 2013). Many members may be under the illusion that the provision for hetreosexual marriages is simple and uniform. It will be learned from this 31 page report that this is far from the truth. However under the heading Costs page 29 and 30 I draw to your attention two statements: It was noted by some respondents that many private sector schemes including those covering privatised railway are already providing full equality in survivor benefits for same sex survivors. It was suggested that these schemes had deemed equalisation benefits affordable and it was argued that public service schemes should follow the example. It was also suggested that the Government should take the opportunity through the review to look at the provision of survivor benefits for unmarried couples (e.g. the financial dependency test) and that the review could also explore removing restrictions in schemes that limit survivor pensions when the survivor remarries. p28 Trades unions noted that there are some members of public service pension schemes who have opted to pay extra for additional survivors benefits. There was concern that any decision to remove differences in benefits would need to carefully considered the implications for scheme members who had chosen these options in the past. In response to a question John pointed out that this government statement was a Catch All and that some schemes did not have all of these restrictions. John outlined (with illustration) some of the anomalies which can arise, important choices which a member in this position should consider and (when made) the need to set them out clearly in making a will. The Treasurer agreed that he was now better informed to prepare an article of guidance on this matter for the News Letter. Extract from the HMGov review. That is why it has brought forward legislation to ensure that survivor benefits are now built up equally for all legal relationships. 6.2 However, pensions are unique in that the consequences of actions that were taken in the past are crystallised today, and therefore reflect the inequalities of the past in todays pension outcomes. We know now that many schemes in the private sector have already equalised survivor benefits despite the cost. The review finds that reducing or eliminating the remaining differences in survivor benefits in the private sector would cost 0.4 billion, but that this cost would be concentrated in a relatively small group of schemes. Furthermore, the cost to the public service schemes would be 2.9 billion. 6.3 In considering its response to this review, the Government will need to consider these costs and the potential impact on pension schemes, along with the wider consequences of making retrospective changes to scheme rules. As this review demonstrates, these are complex issues and the Government will have to consider these very carefully before making a decision on whether the law should be changed. . Appendix 8 Report of Retired Members Branches Annual National Meeting, given to ӣ NEC on 20 November 2015. Ken Childerhouse. Congress 2015 overwhelmingly passed a motion from the S.E. Retired Members Branch calling on the President and General Secretary to exercise their discretion and invite the Chair of the Annual Meeting to attend an early meeting of the NEC and present and speak to a report of the proceedings of the Annual Meeting. Consequently, as Chair of the Annual Meeting I attended the NEC of November 20th. Agenda Item 13 Meeting of Retired Members Branches was taken at 15.35 with a time allocation of 25 minutes. The President was warm in her welcome and spoke highly of the work of retired members both in their branches and elsewhere in the general activities of the Union. In his opening remarks the Chair thanked the President for her attendance at the Annual Meeting (attended by 14 branches) and echoed her remarks on the dangers of the Trade Union Bill and the deliberate stoking up by sections of the Press of intergenerational conflict. The Chair spoke of the active representative role that RMB Members played in the N.P.C. particularly its Health Working Group. The work of the P.S.P.C.( particularly the Johnson Review and various indexation options). Additionally, although outside the formal framework of the T.U.C. , the work of its Pension Committee was also a focus of report. In referring to the resolutions contained in the agenda item, the meetings decision to categorise motions into four groups was developed. Category 1 - statements of opinion or belief or solidarity by the Annual Meeting which required no further action. Category 2 -motions supportive of work ӣ is already engaged in no further action as the motions are essentially supportive of work ӣ was already progressing. Category 3 motions calling for limited action such as fact sheet production such action being possible to deal within existing work programmes. Category 4 motions to initiate or change policy, or undertake a substantial and costly new campaign. Apart from time emergencies these would normally be brought to Annual Congress by RMBs or if endorsed by the NEC, the NEC itself. It was felt that such categorisation although not watertight would help in the preparation and progress of motions, and at the same time, would facilitate effective implementation. In the latter respect the Annual Meeting called for the adoption of the NEC traffic light system to be applied to RMB resolutions. The Chair then spoke briefly on the Resolutions in the tabled paper. It would be presumptuous to stress one as being more important than another. A full list of Resolutions is appended. The Chair then dealt with a number of questions generally illuminating points of detail in the report. He particularly stated that RMBs were not detracting ӣ from its major role of protecting and enhancing the interests of working members. Much of the work of RMBs complemented these aims. Generally the opportunity to speak directly to NEC members raised the profile of RMBs at a key decision making body of the Union. In so far as the NEC can only receive approved minutes of the RMB National Meetings (which are only available after agreement and considerable time lag) it was an occasion to flesh out the bare bones of the reported resolutions and present a timely and more nuanced account of our activities both within our branches and throughout the Union. Title: Inclusion Congress recognises that inequality is a lifelong scourge, affecting people from the cradle to the grave. Congress also recognises that inequality appears in many forms and affirms that fighting against inequality calls for inclusion of all members of ӣ. To exclude some members for whatever reason, weakens the forces that can be engaged to fight inequality. Congress therefore calls for the incoming NEC 2016 to amend "the Standing Orders for the Equality Standing Committees" by deleting sentence 2 of paragraph 1,4 "at the time of nomination, candidates must be in qualifying employment under rule 3,1,1 or have been in qualifying employment within the preceding 12 months." as this will allow full participation of ӣ members to serve on the equality
