I have written today to all principals asking them to confirm that they will adopt the agreement by the end of December this year. Please see the text of the letter copied below. Regards Barry Lovejoy National Head of Further Education Letter sent to FE Principals in England 19 October 2012 Dear Principal I am writing to all colleges in England on behalf of ӣ, to seek an undertaking, if not already done so, that they will locally adopt the National Joint Forum Agreement Guidance for Regulating Working Hours in FE Colleges. Our members frequently identify increasing workloads as one of the most significant issues affecting their working lives and their ability to deliver a high quality service to students. Our survey research continues to indicate that high workloads are a key factor behind increasing levels of stress amongst the FE workforce. I am sure you will agree that in the context of stringent financial constraints on colleges, unless adequate safeguards are put in place, there is a risk that pressures on workload will increase to levels that may seriously jeopardise quality and the health and well being of staff. The nationally recommended agreement, which can be found in the AoC Employment Briefing 69/09, was finalised in November 2009 and recently the AOC has reiterated its recommendation for local adoption as part of the 2012/13 national pay offer. Its main purpose is to assist colleges to meet legal obligations and achieve standards of good practice in working hours. The guidance provides a framework for institutions to assess local working hours practice and identify areas for improvement. Practical guidance is also provided on ways to reduce long working hours. ӣ believes that the adoption and use of this agreement can be a useful step towards addressing the pressing issue of workloads in FE and it is a key priority for us this year. We anticipate that colleges will readily be prepared to adopt the recommendations within the agreement but are prepared to pursue the issue rigorously if necessary. Our local branch officers are likely to raise this directly with you but I would be grateful if you would confirm to me directly by the end of December this year, your position as to the local adoption of the agreement.
