Reference was made to the meeting held with Debbie Mellor, Deputy Director of Workforce Education at the Department of Health on Tuesday 29 March 2011, in Whitehall, timed to take place before the end of the formal consultation process. Attended by Barbara Beckles- National Industrial Relation Official UCU, Sally Gosling from the Chartered Society of Physiotherapists and two members of the Group, the purpose of the meeting was for UCU to highlight the key issues of concern for health educators arising from the proposals in the NHS  Developing the Healthcare workforce consultation paper. These included: The determined shift toward a market provision for NHS education of training, and employer dominance of the identification of education need at the cost of creating an uncertain future for health care education; The fear that short term goals at a local level may dominate long term workforce objectives; The worrying consequences of the government commitment to save Ѓ20b in the NHS budget over the next 4 years; The likely erosion of long standing partnerships between service providers and education; The lack of detail in the proposal, especially around the new structures such as the skills networks and Health Education England; The further erosion and possible ending of CPD provision in universities. Possible focus on  technical skills only CPD, to the detriment of the development of  critical thinking; Lack of commitment to develop clinical sustainable researchers in practice. The longer term view to secure the supply of the health academy is missing; And mixed messages about the security of supply of professionally qualified practitioners and their ability to develop professionally as well as clinically; The future of Multi Professional Education and Training monies and the vulnerability of education funding when NHS pressures are so high; Ms Mellor responded by stating the following The Department s consultation discussions across the country had indicated broad support for this change from clinicians, strategic health authorities, various professional groups and organisations and also from education. There is recognition of lack of detail in the proposal. This was deliberate to invite suggestions from the various stakeholders; The proposals imply ring fencing of education and training funds , which would ensure greater protection of education budgets; There could be very large skills network groups (lead networks). For instance, the whole of the north east of England, to reflect local and regional labour markets and patterns of education provision; It may be that provider networks will be placed under a duty to demonstrate a good relationship with HEI s The meeting closed with UCU expressing hope that the Department would have an open mind on many of the points raised, and Ms Mellor suggesting further meetings with the UCU on these matters in the future. The Group welcomed UCU s formal response to the NHS  Developing the Healthcare workforce consultation paper submitted on 31 March .Members asked for UCU to distribute the response widely among health educator members. It was agreed to investigate DOH s plans for following up the consultation i.e. planning workshops for transition bodies etc. The concern about the future shape of continuing professional development (CPD) programmes CPD was restated. Reference was made to the potential impact of online learning, which NHS managers increasingly perceive to be the solution to many health professionals CPD needs. It was suggested that UCU work to highlight the debate about what type of educational experience is best for improving clinical practice. Turning its attention to Congress 2011, the Group was pleased to be informed that a Health Fringe meeting had been approved to take place. It was suggested that NHS reforms should form the main theme. On professional development for health professionals, the Group raised concerns that development opportunities were increasingly under threat in the constrained budgetary environment. Health educators were at a particular disadvantage, in relation to promotion opportunities, due to increasing calls by University employers for Master and PhD qualifications, which those recruited from clinical practice, are unlikely to hold. Members of the Group shared the following updates: The Nursing Department at the University of Glasgow is threatened with closure. The EU has obliges the Nursing and Midwifery Council to count all EU trained nurses, increasing significantly the numbers of trained nurses n the register.
