ࡱ> 130 1bjbjVV 4<<1 ! -CCCCACCCCCC<JCCCCX CCAA1`C,(-n0,(8v(8(0CC( : FE BRANCH OFFICERS UPDATE 20 JANUARY 2012 In this issue: FE and AE Institutions Funding Allocations in England Shared College Services: AoC/Trade Union Statement Funding Allocations We understand that FE colleges and ACL services are now receiving their provisional funding allocations from the SFA. They may also be receiving their 16-19 allocations from the YPLA, although this will be in the form of student numbers (based on last years enrolment) with the actual funding allocation coming later. Branches should approach their management to ask if the provisional allocations have arrived and what the impact will be.A set of model questions forbranches to use in discussions with their management will follow in the near future.These will be based on the information in the various government publications setting out the parameters and priorities set by government for next academic year. Shared College Services In the context of the very tight funding environment there has been a rapid increase in the number of colleges looking at the possibility of achieving savings through setting up shared services arrangements with other colleges. This trend is likely to gather pace over the course of this year with the AoC and 157Group both receiving funding from the SFA to run projects on achieving maximum efficiencies and innovation through shared services in the sector. Initially we have seen most of the shared services initiatives focusing on support staff areas. However due to the effect of VAT increases and the impact of Agency Workers Regulations on the cost of Protocol National staff we anticipate there will be an increased interest in transferring teaching staff into shared services arrangements too. One proposal to do this has already emerged. Branches should notify their regional office as soon as they become aware of any proposals that might lead to the transfer to or engagement of teaching staff through shared services companies or any similar arrangements. The AoC and joint trade unions have agreed to meet regularly (quarterly) to discuss existing and new projects and issues related to shared services initiatives in the sector. The AoC committed to keeping the trade unions updated on any significant developments or new projects occurring between these meetings.
