The basis of the offer to members is as follows: 1. Framework Agreement for the Modernisation of Pay Structures. This sets out the following Pay award from 1 August 2003 ( on existing pay points) 3.44% Pay award from 1 August 2004 (on existing pay points) 3% Pay award from 1 August 2005 (on existing pay points) 3% A new single national pay spine to be implemented from 1 August 2004 2. Memorandum of Understanding (MoU) agreed between the AUT and the UCEA, endorsed by pre-1992 employers This pay offer is therefore particularly complex and both the Framework proposals and the MoU must be read in conjunction with each other. This briefing sets out AUTs interpretation of the MoU for the negotiation and agreement of new grading structures and for the assimilation of existing staff to the new grades. Memorandum of Understanding In the MoU pre 1992 institutions have agreed that new pay arrangements will avoid detriment to the present pay expectations of academic and related staff. Such new pay arrangements will need to be developed and agreed in partnership with AUT through local negotiations. It is important to note that within the MoU, pre-1992 academic related staff are recognised as requiring the same protection of career earnings expectations as their academic colleagues. Common grade boundaries for academic and academic-related staff will retain the academic-related link. In negotiating and agreeing new grading arrangement, institutions must adhere to the following key principles Principle 1 Contribution thresholds in the pay scales for academic and academic-related staff are to be set no lower than the present non-discretionary maxima for equivalent grades Principle 2 That academic and academic related staff will have a normal expectation of progression to the contribution threshold for their grade Principle 3 That this incremental progression to the contribution threshold will take no longer than under current equivalent arrangements AUT preferred grading model Sheet 1 in the enclosed documents sets out the current pre 1992 pay spine, the original employers commended grading structure and the new AUT national model based on modelling of the three principles. To construct the model you must begin with the agreement that current career progression expectations will be protected. The current career expectations (i.e. the point to which staff can normally expect to progress without requiring promotion) which must be protected are: Researchers, point 13 RA1A Academic related staff, point 13 ALC 2 Lecturers, point 18 Lecturer B The understanding of these current progression arrangements is critical to the construction of any new grading model. Under the original employers proposals. referred to as the Framework Commended Model, point 18 was protected as the top point of new grade Academic 3. However the proposed top point of grade 7/academic 2 did not protect the salary level at the top of RA1A and ALC 2. Therefore any new grading structure must move the top point of grade 7/academic 2 to point 36 on the new pay spine. This also complies with principle 1, the protection of current non discretionary maxima. Progression from the bottom point of Academic 1/grade 6 to the top point of academic 2/grade 7 (which will remain a through grade as currently) must take no more than 10 incremental steps in order to match current incremental progression of researchers and academic-related staff and therefore to comply with principle 3. As such this new grading structure starts at point 27 for grade 6/academic 1. Academic 2/grade 7 has 4 increments to meet current Lecturer A incremental progression. Academic 3/grade 8 has 7 increments to meet current Lecturer B incremental progression. For ALC 3 staff incremental progression on this grade must take no more than 5 years to meet current incremental progression arrangements. Academic 4/grade 9 has 5 increments to meet current Senior Lecturer and ALC 5. Since this grading structure reduces the number of academic-related grades from six to five, current ALC 4 staff will either assimilate to grade 8 or grade 9 depending on the results of role analysis. The removal of grade 4 meets a long-standing policy position of AUT. Other related staff will either assimilate to one of the academic grades if their function is principally academic eg teaching fellows, or to grades 6-10 where their function is academic-related. Assimilation will be as set out above. Assimilation to the new grading structure The tables given on sheets 2-4 below show assimilation to the AUT preferred model. These tables show: Salary at 1 August 2005 on current pay points following award of 3.44% from 1 August 2003, 3% from 1 August 2004, and 3% from 1 August 2005. Assimilation to the appropriate point on the new grading structure on the basis of protecting both salary and current incremental progression. Assimilation is determined by counting back from the non discretionary maxima on current grade. Sheet 2 shows assimilation for pre-1992 academic and related staff. The professorial minimum point has been increased by 10.1% over 2 years. For professorial staff not on this national pay point, AUT will argue for this 10.1% increase to be matched for these salaries. AUT is committed to negotiating in every post 1992 institution where we have recognition in order to achieve full pay harmonisation across the sector. Sheet 3 includes information for members in post 1992 institutions in England and Wales. This shows assimilation arrangements both to the employers commended structure in the Framework and assimilation to the AUT preferred model. Sheet 4 includes information for members in post 1992 institutions in Scotland and shows assimilation arrangements for staff on HE 2000 grades to the AUT preferred model. The web site contains more information about the application of the AUT preferred grading model for staff in pre and post 1992 institutions, in particular the effect on long term career earnings. All the information given in these briefing documents is based on the application of the AUT preferred national grading model. AUT believes this model to be the most logical and coherent application of the national principles set down in the Memorandum of Understanding. Some other interpretations are possible.
