1.
Opening business
1.1.
The Chair welcomed members to the FE Sector
Special Conference.
1.2.
Angie McConnell indicated how the CBC had decided
to approach the matter of consequentials. Motions 1 and 2 would be discussed
jointly as they hung together. If motion 1 passed, 2 would fall, as would 8A.1.
If motion 1 fell, the debate would move to motion 2. If motion 2 fell, the
debate would move on to the rest of the agenda.
2.
Report from
Conference Business Committee
2.1.
Angie McConnell moved the report of the CBC.
2.2.
The Chair asked Conference to
accept report of CBC. The report was AGREED.
3.
Report from
National Head of Bargaining and Negotiations
3.1.
Michael MacNeil introduced himself and described
the duties of his new role.
4.
听Consideration
of Motions to Special Further Education Sector Conference
4.1.
Motion 1 was moved by Nigel Ingram
of Kendal College and formally seconded as follows:
鈥淜endal College
calls for 樱花动漫 to continue national negotiations for pay without any further
strike action. We would like to see the skilful negotiators employed by 樱花动漫
achieving a realistic pay award for our members. Over 82% of our members voted
for no further strike action.鈥
Speaking in opposition were: Margot Hill (Croydon College), Graham Mawdsley (TMC
Prisons), Lyndsey Nicholson (South Cheshire College), John Atteridge (London
Regional Committee), Sue Collinson (Trafford College), Brian O鈥橲ullivan
(Bourneville College), Debbie Rolls (Bradford College).
4.2.
Amendment听 1A.1 was moved by Nigel Ingram of Kendal College as
follows:
鈥淩eplace 鈥淜endal
College鈥 with 鈥淐onference calls鈥.
Replace last
sentence with 鈥淥ver 82% of our members who voted, voted for no further strike
action.鈥濃
Amendment 1A.1 was voted on
and CARRIED.
4.3.
The substantive Motion 1 was carried as follows:
鈥淐onference calls
for 樱花动漫 to continue national negotiations for pay without any further strike
action. We would like to see the skilful negotiators employed by 樱花动漫 achieving

The
substantive Motion 1 was voted on and LOST.
4.4.
Motion 2 was moved by Lee Short from
Barnsley College and formally seconded as follows:
鈥淔ESC notes:
1) 70% of members
voted YES in the pay ballot.
2) The hard work by reps to make the December 3rd strike a success.
3) That the first pay negotiations for next year鈥檚 claim is
on April 8.
FESC
believes:
1) We missed an
opportunity to build upon the success of the 3 Dec by not striking with the NUT
on March 26.
2) We need the real threat of more action if we are to influence next year鈥檚
pay claim.
FESC
resolves to:
1) Call immediately
two days of national strike action if the AoC do not make a serious offer.
2) Follow this by a national paid strike of colleges that have not implemented
last year鈥檚 pay offer.
3) Call on FEC to plan a programme of strike action leading up to and beyond
the October TUC demo 鈥楤ritain deserves a pay rise鈥.鈥

Speaking in opposition were: Lyndsey Nicholson (South Cheshire College), Cath
Hepburn (Sunderland College), Sue Collinson (Trafford College), Steve Allen

4.5.
Amendment 2A.1 was moved by Adam Peacock
from South Tyneside College and as follows:
鈥淯nder FESC resolves to:
Add at the end of 1)...not at a time when it doesn鈥檛
hurt the employer.鈥
Amendment 2A.1 was voted on and LOST.
4.6.
The unamended Motion 2 was voted on. The results
were as follows:

Against: 46
Abstentions: 2
Thus Motion 2 was LOST.
4.7.
Motion 3 was moved by Dave Lancaster
from Hull College and formally seconded as follows:

that:

AoC continue to restrict the range of matters that
agreement can be reached on at national level
Conference believes that the current negotiating machinery is failing to
deliver meaningful agreements for our members.
Conference
instructs the FEC to develop a strategy for meaningful collective bargaining in
the FE, Adult and Prison sectors. An initial report should be made to the May
2014 FESC. It should cover how to:

nationally.

Provide union-wide support for local disputes of
strategic importance.

Provide information systems to support the
establishment of claims.

Provide national oversight of negotiations.鈥
4.8.
Amendment 3A.1 was moved by Richard McEwan
from Tower Hamlets as follows:
鈥a.听听听听 In
the first list of bullet points, add a fifth bullet point:
鈥 that Wales FE have recently achieved national bargaining arrangements in
accordance with 樱花动漫 policy.
b. 听听听听听 add at
the end of 鈥楥onference believes that鈥 :

4.11.
Motion 4 was moved by Paul Pritchard from Solihull College as follows:
鈥淭his conference
calls on the NEC to develop a coherent campaign strategy on pay for the years
2014-2016. This should include related issues of increments, workload and
conditions.
The NEC should
explore all avenues to co-ordinate campaigning and actions with the other
teaching and public sector unions.鈥

Motion 4 was voted on and CARRIED.
4.12.
Motion 5 was moved by Graham Mawdsley
from TMC Prisons and formally seconded as follows:
鈥淐onference notes
the low engagement rate with the strike of December 3rd and recognises this is
insufficient to create movement on the issue of national pay in the context of
current bargaining mechanisms. Furthermore, to persist with 鈥榯raditional鈥
action is damaging to our union.听
Conference does,
however, recognise leadership is required to enlist members support and
instructs 樱花动漫 to build a well resourced campaign of engagement on pay, at
local, regional and national levels. Furthermore it tasks 樱花动漫 with
investigating and developing alternative, targeted industrial strategies,
locally and through the regions, that seek to underpin
and strengthen the effectiveness of pay bargaining mechanisms.鈥

4.13.
Amendment 5A.1 was moved by Robert Clunas from Leeds City College and seconded
formally as follows:
鈥淭o be added to the end of the motion:
A 樱花动漫 committee of elected members of the NEC should set annual minimum
claims for pay, terms and conditions. The committee should help to develop and
support well resourced targeted industrial strategies for pay bargaining at
local and regional level.
Based on the recommendations of the committee, 樱花动漫 branches should
negotiate directly with their employer.鈥
Motion 5 was voted on and CARRIED.
Amendment 5A.1 was voted on and LOST.
4.14.
The unamended Motion
5 was voted on and CARRIED.
4.15.
Motion 6 had no-one to speak to it.
As a result it was LOST.
4.16.
Motion听 7 was moved by Graham Mawdsley from TMC Prisons and
formally seconded as follows:
鈥淔eedback to the
special FEC of January 24th reveals that 26% of members engaged with the 3rd
December strike. Branches indicated that support for further, similar
action, would wane rapidly.
Consultative
feedback to the FEC of March 7th demonstrates that members are:
81% in favour of raising the dispute profile through co-ordinated activities
75% in favour of developing a strategy around targeted action
83% against a programme of rolling regional one day strikes
73% against striking on the opening day of the 2014-15 pay round
Conference notes that current industrial strategy on pay is poorly supported
and ineffective. It welcomes the FEC instruction to 樱花动漫 officials to report on
strategies to develop targeted action and calls for initial reports to be made
to sector conference ahead of considering further strike action on national
pay.鈥

4.17.
Motion 8 was moved by Fiona Bailey
from Westminster Kingsway College as follows:
鈥淐onference notes:
1) The conference
motion calling on the FEC to provide a clear timetable of industrial action.
2) That the pay
campaign was a successful recruitment tool in many branches.
3) The ballot
result of 71% in favour of strike action and the well supported strike on
December 3rd 2013
Conference
believes:
1) that Annual Congress and the annual sector conferences are
the sovereign, democratic decision-making bodies of the union;
2) that motions passed at Congress and the Annual FE Sector
Conference must be upheld by FEC members;
4) That members
given a clear strategy will support of further action on the issue of pay
Conference calls:
1) To ensure in future that the FEC fully
implement the democratic wishes of sector conferences.鈥

4.18.
Amendment 8A.1 was moved by Mick Dawson from Brooklands
College and seconded formally as follows:
鈥淎t end of last
paragraph insert new paragraph: FE Sector Conference notes the success of 2
hour strikes when carefully timed in the current HE Pay Campaign and agrees
that such action should be a part of industrial action for FE pay campaigns.鈥

A.O.B
Mandy Brown reported on the situation at Lambeth College, saying that they had
received a 95% vote for strike action. She made a call for messages of support.
